Douglas County District Attorney Charles Branson said Friday that the man suspected of robbing Central National Bank on Wednesday had targeted the financial institution since last summer.

The district attorney has filed two counts of robbery against Elliot R. Werner, 25, Lawrence, in connection with the robbery earlier this week.

In addition, Branson said in court that prosecutors believed Werner attempted to rob the bank on July 13 and Nov. 25, and he succeeded on July 14 and Wednesday. Lawrence police and the FBI publicly released a photo of the suspect after the July 14 robbery at Central National, 603 W. Ninth St., but Friday was the first time Branson indicated the earlier robberies were linked to Wednesday's robbery.

"We do anticipate filing additional charges for the earlier offenses, and we believe those changes would mean Mr. Werner is subject to long-term incarceration," Branson said Friday in asking for a $250,000 bond.

Defense attorney Kevin Babbitt asked pro-tem judge James George to set bond at $50,000 because Werner would agree to electronic monitoring by a bonding company and live with his sister in Lawrence as he decides how to assist in his own defense.

Companies that provide expensive, short-term loans to desperate borrowers face tougher regulation by the government.

Pressure over the activities of companies providing payday loans led the prime minister's office to say on Wednesday that a code of practice to protect vulnerable borrowers could be introduced. David Cameron's spokesman also said that a cap on the often extortionate interest rates had not been ruled out, but indicated that a voluntary code of practice was preferred.

Payday loans are small, unsecured loans to tide people over until their next pay packet. Campaigners argue that their high cost means poor borrowers can be sucked into a cycle of debt.

The prime minister's spokesman said: "We know there are concerns about these companies and the way they operate. We want to ensure that vulnerable people are properly protected and are working with the industry and consumer organisations to ensure that people have the protections they need.''

Asked if he would consider an interest rate cap, which some campaigners want, he replied: "That is not a new issue. It has been looked at in the past. Clearly it is an issue that we can look at. The approach at the moment is to consult with consumer organisations and the industry and look at whether there is a way we can protect vulnerable people."

PHOENIX - A federal judge on Friday blocked the state from cutting off tax credits to those who donate to organizations that suggest their pregnant clients might want to consider an abortion.

Judge Roslyn Silver said the legislation, set to take effect at the end of the month, illegally discriminates among otherwise eligible groups solely because they "express a pro-choice viewpoint." But she said those who counsel people against terminating a pregnancy are unaffected.

That, said Silver, is likely unconstitutional discrimination.

Silver's ruling is not final. In issuing a preliminary injunction, she simply blocked the state from implementing the law while the legal dispute makes its way through the legal system.

But the judge, in her nine-page ruling, made it clear she believes that, when all is said and done, the arguments by the state justifying the distinction are likely to fail.

The number of consumers who are considered delinquent on their car loan payments is expected to decrease early next year and then rise slightly, ending 2012 at the same rate as this year, according to TransUnion. Delinquent auto loan payments are defined as car payments that are 60 or more days past due.

TransUnion's annual national auto delinquency forecast shows that delinquencies have decreased dramatically since peaking in late 2008 from 0.86 percent to 0.51 percent for 2011. Delinquencies are expected to remain level at 0.51 percent by the end of 2012 also.

This is good news for consumers aiming to buy a car in the near future, since it means credit will continue to loosen, which might not have been the case with the recent increase in auto loans. "With auto loan originations increasing dramatically in the last few years, one cause for concern is that any dramatic economic pressures -- like we experienced during the last recession -- could elevate delinquency levels since missed payments often occur early on in the life of the loan," said Peter Turek, automotive vice president at TransUnion, in the report.

County expands small business loan fund

Baltimore County Executive Kevin Kamenetz announced on Wednesday that five more banks have joined the Baltimore County Small Business Loan Partnership, bringing total commitments to the loan fund to $12.35 million from 20 financial institutions. CFG Community Bank, Sandy Spring Bank, Peoples Bank, Northwest Savings Bank and TD Bank have joined the public-private partnership between the Baltimore County Department of Economic Development and 20 of the region's leading financial institutions. The fund provides real estate and equipment loans to companies located or planning to locate in Baltimore County. Loans require only 10 percent equity, freeing capital for additional investment.

Barron County (WQOW) - An area farmer who came up with a creative, but illegal, way to get out of debt, will spend time in jail.

Barron County investigators say Gordon Jones planned to steal seed, plant it and then sell the crops for money to pay off his debts. He was more than $140,000 in the red and had been evicted from his farm.

Wednesday, Jones was sentenced for breaking into United Ag Services in Almena and stealing $25,000 in seed corn and alfalfa. He got four months in jail, must make restitution and do community service.本文出自 Mr.J ....

Staying active in one's passions can be difficult for a highschool student transitioning into college and beyond. Stratfordsenior Haley Harris will be immersed in both of her preferred areasof interest at Oklahoma Baptist University.

Harris signed a letter of intent to play volleyball at theShawnee, Okla., university, where she plans to study graphicdesign. Athletically, Harris will join a program that finished31-11 this fall and was undefeated in the Sooner AthleticConference before reaching the NAIA Tournament for the firsttime.

"As a player going into something like that means a lot," Harrissaid. "I've worked so hard and I'm super excited about theirvolleyball program. I love volleyball so much and it's a huge dealto be going on a scholarship. It's a very joyous moment forme."

Harris, who started at middle blocker for the Lady Spartans, hasbeen playing volleyball since fifth grade and said it did not takelong to develop enthusiasm for the sport.

The same could apply to her involvement in art. In addition toclasses at Stratford she studied at the Museum of Fine ArtsHouston's Glassell School, earning a scholarship during threeyears.

BOTH small and large businesses have fared well from changes in the official cash rate over the past decade with strong competition among lenders keeping a lid on rate movements.

The exception was the period immediately after the global financial crisis, when banks clawed back profit margins in business lending by not passing on cuts in the official rate.

As National Australia Bank and ANZ Banking Group cut mortgage rates and some small business lending rates yesterday, Reserve Bank of Australia figures showed lenders did not always fully pass on cuts in official rates to small businesses. But they had not lifted rates by as much as the cash rate either.

From mid 2001 until 2008, the cash rate, which is used as a benchmark to price loans, rose by three percentage points while small business loans rose by 2.8 percentage points, and big business rates increased by 2.15 percentage points.

Once the Reserve cut the official rate after the financial crisis, lenders failed to pass on the full drops to business. And, as the rate cycle turned in mid 2009, big business ended up relatively better off than small business.
