NASHVILLE " Thousands of future Tennessee high school graduates could see their lottery-funded college scholarships cut by 50 percent under recommendations approved Tuesday by the Senate's Lottery Stabilization Task Force.

The bipartisan group voted unanimously to recommend the changes, which Republicans argue are necessary to close a funding gap and keep the HOPE lottery scholarship program solvent.

Currently, students are eligible to get the full $4,000 scholarship with either a 3.0 grade-point average or a 21 on their ACT standardized test. Now, if they meet only the GPA or the ACT targets, their awards will be reduced to $2,000.

The changes will go into effect in four years after the state's three top higher education officials argued that students and parents needed advance warning to prepare.

Once in school, if students maintain a good GPA, they could receive the full $4,000 scholarship in their junior and senior years.

Businesses that sign up for the plan will be offered coordinated health care through the Banner Health Network, which will focus on efforts to keep people healthy to lower overall spending on health care.

Under the deal with Aetna, Banner Health Network will be paid based on measures of how well it improves patients' health, coordinates care and reduces health costs.

The Aetna plan offered through Banner Health Network is the state's first commercial-insurance plan under a new model of health care called accountable-care organization.

OTTAWA, ONTARIO--(Marketwire -11/25/11)- The Financial Consumer Agency of Canada (FCAC) warns all Canadians to beware of telephone calls, mail, emails and websites that claim to be from FCAC. FCAC does not initiate contact with consumers.

FCAC has learned of a suspicious incident involving a telephone call from someone who claimed to represent FCAC while making an offer to consolidate credit card debts. The caller had details about the credit card debts of the person called. The caller also claimed this was an approved government program.

Another misrepresentation involves a suspicious website that offers to provide credit reports for free. The website prominently displays FCAC's name and logo, even though FCAC has absolutely no involvement and does not endorse the site. It appears that consumers would be prompted to provide many personal and financial details in order to obtain the service.

These are likely phishing scams that could result in identity theft and fraud.
