VICTORVILLE With just three weeks left to collect nearly 505,000 signatures, Assemblyman Tim Donnelly is working to rally support to repeal the California Dream Act, a controversial new law that grants state financial aid to illegal immigrants.

A handful of Stop AB 131 volunteers spent Thursday afternoon gathering several dozen signatures in the parking lot of the Mall of Victor Valley.

Signed into law by Gov. Jerry Brown in October, AB 131 qualifies illegal immigrants who are accepted into California public colleges to receive Cal Grants, community college fee waivers and other state financial aid beginning in 2013.

Many banks and other financial institutions have been singled out by the media for their relatively high monthly service charges. Here are the steps I took in analyzing the possibility of selecting a new financial institution.

Know the services you need.

There has been a lot of focus on monthly service charges for debit card use. While there are financial institutions now charging for debit card use, if you are like me, I do not use a debit card. If my financial institution charges for debit card use, I do not know it from my monthly statement. Typically, customers have a checking account and some sort of ATM or debit card associated with that account. With my primary bank, I have a checking account and an ATM card. I also have a savings account co-owned with each of my children at another institution that is a higher yielding money market account with limited transactions permitted per month. Keeping your accounts minimized helps you keep higher balances in each, often necessary to avoid fees altogether.

The Gilbert Town Council on Thursday delayed a decision on slashing non-profit funding while voting to partner with an outside organization that will act as an "umbrella" for charitable groups and local volunteers.

A new Gilbert For Our City organization will operate under the direction of the mayor, Town Council and Councilman Victor Petersen, who was appointed as the group's first director.

Petersen is also leading a push to cut general-fund grants for non-profit organizations to zero but agreed to hold off on those discussions until at least February.

For Our City operates in several other Valley communities, including Mesa, Chandler and Tempe. The group is not necessarily intended as a fundraising mechanism but rather works to achieve annual goals outlined by the mayor and council, Vice Mayor Jenn Daniels said.

It is not yet clear how the organization will work in Gilbert, but Petersen suggested a Jan. 28 Congress of Neighborhoods meeting could double as a kick-off event in support of For Our City.

The increasing number of homes sold this fall gives area real estate agents hope that 2012 will be a better year for the Tri-City housing market.

A lack of consumer confidence made July and August seem dismal compared to previous years, but that hurdle seemed to be cleared starting in September.

The number of homes under contract to be sold during September, October and November grew in comparison to last year.

In total, 831 homes went under contract during those months this year compared with 796 during the same months in 2010, according to data from the Tri-City Association of Realtors.

Paul Roy, president of the association, said he is seeing consumer confidence increase.
