The Southeastern Community College Foundation has begun its annual fund drive.

Gifts to the SCC Foundation fund more than 200 different scholarships and grants and support a number of college endeavors. Donations can be designated or undesignated and can be used for scholarships, to support specific academic programs or to improve facilities. Gifts of all sizes are included in the annual donor list of the college’s VISION newsletter mailed to nearly 60,000 people in the region.

"We really appreciate the hundreds of donors who responded to our 2011 annual fund drive," said SCC Foundation Executive Director Becky Rump. "Every year, their generosity overwhelms me."

For the fiscal year ending June 30, 2011, the SCC Foundation received $260,000 in contributions from individuals, organizations and businesses. Gifts and endowment earnings funded 241 scholarships and six college mini-grants to instructional programs.

Rump said that if not for the SCC Foundation, a number of students could not realize their goal of earning a college education, and that they take full advantage of their scholarships.

Fear over European banks' exposure to risky government debt stalked markets and harried bank executives on Friday, as unsecured lending between banks evaporated and the cost of secured loans rose.

Dwindling trust between the banks is forcing them to rely more and more heavily on the European Central Bank (ECB) to fund their activities, which in turn is spooking investors concerned about the health of the countries funding the ECB.

Various indicators of money market stress spiked in signs investors were increasingly concerned about preserving their cash.

The head of Europe's seventh-largest bank, Deutsche Bank's Josef Ackermann, said long-term funding was increasingly hard to obtain.

Even though Arizona has been through some tough times, thanks to land speculation, it has managed to keep its college financial aid grants going. This is in large part from the support from the state's lottery as well as donations from private individuals and organizations. Arizona citizens looking for college help can still count on the following.

The Arizona Community College Scholarship is targeted towards students interested in a two-year degree or vocational training. Applicants must be full-time students. They must also supply their academic transcripts and complete an essay. It awards $500 to each student, and the state tends to award at least four of these plans a year.

The Sunny Arizona Scholarship was created by the city of Phoenix's Sun Charities. To apply, one must be a high school senior with a minimum 2.5 GPA. They must also provide two letters of recommendation, one from the student's high school administrator or classroom teacher, and write a 300-word typed essay. From there, 10 recipients are selected. They receive $1,000 each, which can be applied to any university, college, or trade school inside the state.

Another philanthropic organization is the Arizona College Scholarship Foundation (ACSF). It actually is the leader of a group of scholarship organizations who recruit the top students in every local high school. Its crown jewel is the ASCS Scholarship, which not only awards $6,000 a year, but also puts the student into a support network that includes group training, as well as on-school and workplace mentoring. Recipients are selected by one of the organizations that belong to the ACSF.

Another top scholarship is provided by the state's Board of Regents. The Board has created its own program that will provide a complete tuition waiver to any student who graduates high school with a 3.5 grade point average (with no core subject going under a 3.0), as well as scored high on national standardized tests. The waiver is renewed if high grades are maintained at an in-state university.

If we had to distill down the Fed Chairman and the Federal Reserve's policies since the wheels came off the Fed's "shadow banking" system of fraud, collusion, embezzlement and free-floating leverage, we'd have to start with a systems-analysis perspective.

Any system which separates risk from results (gain/loss) is doomed to implode , as the lack of feedback from the real world (also known as consequences) enables the self-reinforcing feedback known as "moral hazard": losses by those who took the risk to reap a gain are made good by those who did not take the risk and who do not stand to gain from the risk they are covering.

Private education loans carry higher variable interest rates and have fewer protections against economic hardship than federally guaranteed loans, which carry fixed interest rates and have a variety of repayment options.

Here's one problem with private loans. There is no reliable source for exact information on total borrowing in the private loan market, according to the College Board, which tracks college cost trends. The board conducts an annual survey of private lenders to compile an estimate of this lending. This year, it was able to collect more data because of assistance from Consumer Bankers Association and major credit unions. Using this information, the board estimates that private loans constituted $6 billion of education borrowing.

The consumer bureau is asking students, families, the higher education community, and the student loan industry - both lenders and servicers - to address a number of issues, including:

- Why aren't families exhausting their federal loan options, including those that require filling out a Free Application for Federal Student Aid form, before turning to private education loans?

- How effective are the disclosures provided by private education lenders? The bureau is looking for - What approaches would best assist recent graduates facing (or about to face) difficulty making private education loan payments?
